Who to report to and who is responsible for vet bills for dog attack?

My chihuahua (on a leash) was attacked, unprovoked she was not barking or anything, by a brown lab (not on leash) there were deep gashes on both her sides. She had to be put under for surgery to repair the internal/external damage…have drains put in…antibiotics…anti-pain meds…etc. to approximately $700. Should this be reported to police? animal control? Should our neighbor be responsible for the vet bills? Any advice much appreciated.

    Yes, yes & hell yes. They should be fined & have to pay for all damages done to your dog.

    I would suggest animal control and they will know who, if anyone else, it may need to be referred to. If your neighbour owns the animal and it can be proven that it was in fact their animal (i.e. someone had to see it, which I am assuming you did since your animal was on a leash) then yes, they are responsible for any fees incurred. It is their fault the animal was not restrained and free to attack your dog and they will be found liable. I would sugget if you know them, speaking to them one on one before reporting it, gage their response, if happy to pay for bills and prevent it from happening again before taking it further..

    Whoever owns the brown lab is on the hook for the damage and repair costs.

    Anyway, call Animal Control. These people specialize in these types of crimes.

    Your poor little dog! The owner of the attacking dog is responsible for the vet bills, and you MUST stand your ground. My husband and i witnessed an unprovoked dog attack on a leashed puppy, we took the injured dog and it’s owners to the nearest vet, (puppy is ok) then we called the police and told them but they said it’s a council matter, so report your incident to the local council. The people who owned the attacking dog would not pay so the injured dog owner (with help from council) took them to court and they had to pay the vet bills and court fees. The dog has been ordered to wear a muzzle and must be on a leash, when out of his home.
