Aaawww poor boy, sounds like he may have gotten some on his *****…side effects, a sensation of burning, tingling, itching or numbness of the skin may occur after topical application. This sensation usually begins 1-2 hours after application and should usually go away on its own within 1-3 days. Shampooing the skin gently, but well with a shampoo such as Tea Tree Oil Shampoo and rinsing very well should help.

If he still seems aggravated after washing of his ******** then you should take him to the vet.
How could the flea medicine get on his stuff? You put this stuff on his back. That does not seem possible to me.
Could also be something else, possibly a broken leg? Tried touching his legs and does he cry if you touch his leg?
