My neighbor has a loud barking dog, how do i stop it?

Dog breathing heavy during the day and panting at night?

It is not because he is hot. My house is air conditioned and the environment is the same as it has been. He drinks plenty of water and it is not due to dreams because he is not asleep, he is just laying there panting. I was curious about the Advantix because that is the only thing out of the ordinary that I have done this week.
