Who to report to and who is responsible for vet bills for dog attack?

My chihuahua (on a leash) was attacked, unprovoked she was not barking or anything, by a brown lab (not on leash) there were deep gashes on both her sides. She had to be put under for surgery to repair the internal/external damage...have drains put in...antibiotics...anti-pain meds...etc. to approximately $700. Should this be reported to police? animal control? Should our neighbor be responsible for the vet bills? Any advice much appreciated.
